Problem with the menu organization

I can’t fine the logic of the plugin. My WordPress theme got 2 static menus – first with pages, second with categories. So I want to make the categories menu drop-down with pages. But something with me is wrong, so it’s impossible – I can’t find the logic. Please help me with some advice – what’s what with the Menu Settings ->when is None, when category, when category (single) ….
