This site as an example, has the word "gallery" at the top. It is there, but doesn’t go anywhere. How do you do this with Pixopoint?

How do I get pixopoint to do that?

Do I create a page with the slug "#" ?

Another question, along the same lines, is how do you over-ride a "page" and cause it to go to a different URL?

PixoPoint is a business :p To do that with a dropdown menu, you just need to change the URL to #.

I wrote a crude plugin to do filter the menu function recently to do that. It’s not ready for public release though (and may never be). There are some plugins out there which can modify the URLs that WordPress pages point to, but I’m not aware of any which can filter out URLs from the wp_page_menu() (which would allow you to use it with the PixoPoint Menu plugin).
