It has "two levels" but it is just one menu that I set the width on so the items would drop to a second level.
When you roll over "All State" you will see that the text from the main nav displays on top of the submenu. Is there any way to get the sub-menu to display on top of the main menu? I tried playing with z-indexs but have since restored them to the original. What I desire can probably be achieved by inserting a custom code for a second menu and manually linking to each page, but that’s not very practical for the client.

Those sorts of customisations are quite time consuming sorry.
